Welcome message by the Vice Chancellor

It is my greatest honor and pleasure to be given this precious opportunity to grace the opening of this memorable and scholarly gathering. I had the chance to attend last year’ s similar gathering, and I must say that on behalf of the University of Rwanda (UR) management, we are very proud of the College of Education (CE) for raising the flag high again.
The college management and everyone who contributed to its making deserve a big clap, which the University of Rwanda management commits to formally express here. I must also thank MasterCard Foundation,which is and shall remain among our key partners in taking our higher education to another level of global competitiveness and visibility.
This second University of Rwanda-College of Education’s international conference around the theme: “Re-examining Quality Education and Professionalism in the 21st Century” is indeed a step toward the achievement of the UR core mandate to becoming a word-class university where research is the cornerstone. I am sure this gathering shall shade more light on unfolded and unexplained phenomena in education. It is my hope that researchers will also put forward recommendations that will help policymakers, practitioners, and actors to better respond to the emerging interrogations and challenges facing the education sector so far.

Dear delegates, scholars, and participants coming from near and far, and to those of you who might be in Rwanda for the first time, feel at home and enjoy the beauty of our capital city, Kigali and beyond.
