Concept Note for UR-Sweden Program 2018-2023

For the last 15 years, Sweden, through the Swedish International Development Agency (Sida), has been the single most important external partner in the development of research capabilities (training at Master and PhD levels both locally and abroad, providing research grants, building ICT, Library and Laboratory infrastructure, etc.) as well as the strengthening of institutional capabilities (training of senior academic and administrative managers, production of policies and strategies, etc.). This investment has started to pay off. Indeed, according to the 2017 Web of Universities ranking, the University of Rwanda is currently among the top 100 best universities in Africa and in the top 10 best universities in East Africa. Furthermore, according to a recent study by Clarivate Analytics (Thomson & Reuters), the University of Rwanda is the second most influential university in East Africa after Makerere University in terms of average citation index of its publications. The University of Rwanda was also the only university in Africa to competitively win funding from the World Bank for establishing 4 Centres of Excellence: ACE - Internet of Things; ACE - Data Science; ACE - Energy for Sustainable Development and ACE - Innovative teaching and learning Mathematics and Science.

Since the current UR Sweden Program is due to end on June 30, 2018, in October 2016, the University of Rwanda received from the Embassy of Sweden to Rwanda an invitation to submit a Concept Note for a new Research Training Partnership Program between Sweden and Rwanda for the period 2018-2023. After 4 months of wide consultations of its internal and external stakeholders, the University of Rwanda has produced the Concept Note which will form the basis of its cooperation with Swedish universities for the period 2018-2023. UR is inviting Swedish universities to consult this Concept Note and start preparing to respond to the Call for Letters of Intent likely to be issued by Sida around mid-June.
